It's problely the result from the close of some port of FTP service. In
generaly, the close of port 20, which is lower than port 21, is the true
reason. U'd better check ur permission of the ports.

How to check port 20 is open or not?
Now I can download files from this site, and I also can use the
function "Site Explorer" of FlashGet, where can I find the problem
the Server or the client.

Ensure ftp service is running on IIS, and you can check port with 'telnet
host_name:20'.

Yes I can telnet port 21 but can not connect to port 20. IIS service
is started. How can I open port 20? thank you!

There is a interesting thing in my FTP site, if I use IE connect to
the site and double click the files it can be download, if i click
the file link which i typed in an E-mail of Outlook Express it can
not be download, if I copy the link from E-mail and pasted to the IE
Address column the file path changed from ftp://ftp.xxxx.com/abc.exe
to ftp://ftp.xxxx.com/Anonymous/abc.exe , of course it can not be
download.
what's the matter with it?

because the link doesn't contain a user name and password
the right format is as follow:
ftp://username:password [at] ftp.xxxx.com/Anonymous/abc.exe
if u want to download as Anonymous. u must open the Anonymous download
power in your IIS
