现在很多网卡是10－100自适应的，有方法可以通过对windows的设置 ，强行把网卡设置成10M或100M的吗？

这么做有什么意义啊？网络连接速率又不是只取决于网卡。

首先建议安装网卡的最新驱动，然后在设备管理器中可以找到网卡属 性－高级－可以设置网卡工作在10M/100M和全双工及半双工模式下。
