Who stimulated North Korea to become a Nuclear Power?

Donald Rumsfeld had made it public a few years ago that the USA would
launch a pre-emptive strike against seven countries - Russia, China,
Iraq, Iran, Lybia, Syria and N. Korea.
Of course, N. Korea had the right to self-defence. So she had to do
what she had to do to deter the aggressor.

Might equals right. We have the might, we have the right. It came out
of the Congress of the United States. Every country on earth should be
testing long range missiles and nuclear weapons for defensive purposes.

The atomic program probably was accelerated as a result of the collapse
of the communist bloc. As early as 1992. The IAEA Director-General Blix
after inspecting North Korea, voiced concerns by December 1993, he
announced he could no longer provide "any meaningful assurances" that
North Korea is not producing nuclear weapons.

Despite the hunger of The Toy Dictator to be seen as a significant
player on the world stage, North Korea simply does not matter enough to
be taken very seriously at this time. Pyongyang is (and always has
been) a stooge of Beijing, and I doubt very much that China will let
her puppet do anything that will cause America to take a giant shit on
China's doorstep.
