According to an FBI report ....
The PRC is the most aggressive in spying on trade secrets of US
technology firms. The latest that was just made public was three
former employees of an auto parts company who were charged
with stealing trade secrets for the PRC. The company spent over
ten years and many millions of dollars in the development of the
metalurgic technology.
The agency asserted that it's a run-away problem ....

It seems to me that you are confounded between stealing for one's benefit
and stealing for the country. It is not uncommon to find employees in China
stealing valuable information from their employers. Do you call these
Chinese employee stealing secret for PRC as well?
