Thanks for posting the relevant language.
What's the proof that the refugees and their descendants would live at
peace with their neighbors?

Dunno.
I think that if the Arabs had signed peace treaties with Israel in
1949 instead of armistices, the refugees probably would have been
welcomed home. Given the passage of time and population growth of the
new generations, it's really too late now. Full compensation should be
made in a comprehensive peace treaty, if there ever is one, and Jews
who lost property when being expelled from or fleeing Arab countries
should also be compensated. Arabs who live in Israel as internal
exiles should be allowed to return from villages and towns that they
fled from or were expelled from, and that should be done without
conditions by the Israeli government, now.

There was such an attempt but Israel rejected it. You can read about
them in Newsweek. You cannot rely on the newsgroups for all your news,
or just Haaretz.

That should have been done years ago but arrogant racist jews keep on
supporting such apartheid and racist policies of the Israeli
governments, or rather keeping their eyes closed to such practises,
pretending that they never happen.
Pretending that the Israeli government is forever an angel and the
Arabs forever the devils, definitely a racist view indeed.

Don't know the answer.
Your question can only be answer when the refugees are allowed to
return first.
Anyway, your question is irrelevant. The language is the they should be
allowed
to return. And they should be allowed to live peacefully.

May be you can provide more details.
Did Israel not seize half of the 47% which belonged to the Palestinians
at 1948?
